What is your advice and commentary regarding someone who committed a forbidden act, persisted in it, then swore not to do it, broke their oath, paid the expiation, then returned to the act, swore a second time, broke their oath, paid the expiation, then returned to the act for the third time, and swore not to do it?

The conditions for repentance are regret over the sin, a firm resolve not to return to it, and immediately desisting from it. If these conditions are met, then the repentance is sound and accepted, for Allah the Almighty says: (And indeed, I am the All-Forgiving to him who repents, believes, and does righteous deeds, and then is guided). If a servant sins after repenting, and then repents again, their repentance is also valid, for every son of Adam is a sinner, and the best of sinners are those who repent. Regarding the expiation for an oath, fasting is not sufficient except when one is unable to feed, clothe, or free a slave, because feeding is given precedence in the noble verse: (Its expiation is the feeding of ten poor people from the average of that which you feed your [own] families, or clothing them, or the freeing of a slave. But whoever finds none – then a fast for three days).
