Is it permissible to exaggerate dowries due to fear for the girl and the changing circumstances of young men, and because everyone else does it?

Exorbitant dowries are condemned, and this is supported by the saying of Umar ibn Al-Khattab, may Allah be pleased with him: "Beware, do not be excessive in the dowries of women. For if it were a nobility in this world or piety in the hereafter, the Prophet, peace and blessings be upon him, would have been the foremost among you in it. He did not give any of his daughters or wives in marriage for more than twelve uqiyah." As for one who cannot afford marriage, he should fast, as the Prophet, peace and blessings be upon him, said: "Whoever among you can afford marriage, let him marry, for it is more effective in lowering the gaze and guarding the private parts. And whoever cannot afford it, let him fast, for it will be a shield for him."
