Is it permissible to donate clothes such as trousers, pajamas, and underwear to women in the street who only wear trousers, blouses, and head coverings? If it is not permissible, is it then permissible to destroy these clothes if they are not suitable for other legitimate uses?

The action here is based on the predominance of probability. If it is most probable in your estimation that the recipient of the charity will use the clothes in a permissible way, then it is permissible to give them as charity. Otherwise, it is not, and their fate would be destruction. Sheikh Ibn Uthaymeen was asked about clothes that are not permissible according to Sharia (definition) and that come to charitable organizations, and he replied: "If they can be modified so that they become suitable for wear, then this is good, and in this case, they must be modified to be sound and permissible according to Sharia, and then given as charity. But if this is not possible, then it is not permissible to give them as charity, because giving them as charity and wearing them is forbidden, and it is an aid to sin and transgression." He added: "If they can be modified, modify them, and if not, then burn them."
