Is it obligatory to return the sum of 5,0 Egyptian Pounds that was awarded to my father by a "men's council" as a "disciplinary measure" for someone who wronged him, given that my father passed away after receiving the amount?

The wealth of a Muslim person is not permissible to take except with their willing consent. If the money is compensation for insults or similar offenses, short of slander (qadhf), and the aggressor agrees to it, then there is no harm in that. However, if it is compensation for the hadd (prescribed punishment) of slander (qadhf), then it is not valid, due to the predominance of Allah Almighty's right in it. The reconciliation is considered void if it was forced and the aggressor did not willingly agree to it, and the money must be returned to its owner. It is incumbent upon those who preside over dispute resolution councils and alliances to ascertain the ruling of Islamic law regarding matters that are unclear to them and to ask people of knowledge.
