Does seeing something that arouses desire, without touching the genitals, necessitate ghusl or just wudu' for the discharge of a fluid before urination?

The characteristics mentioned for what exits without a gush or pleasure, but rather due to pleasure, apply to pre-seminal fluid (madhy). This does not necessitate washing the entire body, but it is impure and requires washing the part of the clothing it has touched. It nullifies ablution (wudu') and only necessitates washing the male organ. One must also lower their gaze from what is unlawful to look at.
