The grandmother does not have the right to dispose of her two grandchildren's money unless there is a will from the father. Otherwise, the matter must be referred to the Sharia court or Islamic centers to appoint a guardian. She may spend from their money to pay electricity and water bills for their benefit. If she is poor, she may eat with them in a reasonable manner.
