What is the ruling on one who offers the Fajr prayer before its Sunnah on most days due to the fear of the obligatory prayer's time expiring as a result of recurrent gas, knowing that the Sunnah of Fajr is before the obligatory prayer, and is this action of his considered an innovation?

If it is a reality, then the principle is that the Fajr supererogatory prayer (Sunnah) is performed before the obligatory prayer (Fard), and it should not be taken lightly.
