What is the ruling on saying "Pray in your dwellings" during the Adhan instead of "Hasten to prayer" and "Hasten to salvation"?

There is no disagreement among scholars regarding the permissibility for the mu'adhdhin (caller to prayer) to say "Prayer in your dwellings" (as-salatu fi rihalikum) or "Pray in your dwellings" (sallu fi rihalikum) when there is an excuse such as rain or cold. The Sunnah has given the mu'adhdhin the choice between saying it after the adhan (call to prayer) or instead of "Hasten to prayer" (Hayya 'ala as-Salah). Ibn 'Umar said it after the adhan, while Ibn 'Abbas commanded his mu'adhdhin to say it instead of "Hasten to prayer," explaining that "Hasten to prayer" is an invitation to come, whereas "Pray in your dwellings" is an invitation to stay behind, so it is not appropriate to combine them. An-Nawawi and Ash-Shafi'i are of the view that both options are permissible, and that saying it after the adhan is better to preserve the order of the adhan. Ibn 'Uthaymeen said that it is possible to say "Hasten to success" (Hayya 'ala al-Falah) after "Pray in your dwellings" because a person is successful even if they pray in their home. In conclusion, it is permissible for the mu'adhdhin in cases of rain or strong wind to say "Pray in your dwellings" instead of "Hasten to prayer," and then complete the adhan with "Hasten to success."
