Is it obligatory to fulfill the first vow (intention) or the second, uttered one? And does fulfilling the second one negate the first?

The first vow does not necessitate fulfillment if it was not verbalized. As for the second vow, which you verbalized and made a covenant with Allah concerning, it is obligatory to fulfill if it involves an act of obedience. However, a mere intention without verbalization does not necessitate fulfillment.
