How do we respond to someone who says, "Allah did not will guidance for me," or "Allah does not want to guide me"?

One can respond to those who argue against human agency by citing Allah's universal will, by pointing out that Allah has guided humanity to the two paths (of good and evil) and granted them the choice between them. He has willed, in terms of religious law, that they choose the path of truth. There are many textual and rational proofs for this. Among the textual proofs are verses like: "And We guided him to the two highlander paths" (Qur’an 90:10) and "So whoever wills may take to his Lord a way" (Qur’an 73:19), which affirm the servant's will and choice. As for the argument that Allah's will governs the servant's will, it is invalid because they do not use this argument in their worldly affairs. Among the rational proofs is that a person does not feel a force compelling them to do what they do not want.
