Is it permissible for me to make an ongoing charity (ṣadaqah jāriyah) from a quarter of the money I donate monthly, and is it permissible to give charity from this money to those arriving in Doha who are unemployed, including my relatives, as a form of maintaining kinship ties?

You may direct your charity to any acts of devotion, kindness, and righteousness you wish. You may give charity to needy relatives, and this is more virtuous because it is both charity and the upholding of kinship ties. You may also make it an endowment (waqf), which is an ongoing charity whose reward will return to you as long as it benefits others. This is better than a charity that ceases.
