Is it permissible to sell land for which a demolition order has been issued, and for which ten million [currency unit] in compensation has been granted but not yet received, for four million [currency unit] to someone who would undertake to secure the compensation before the seller receives it?
That is not permissible, because it is usury that combines usury of surplus (riba al-fadl) and usury of delay (riba al-nasiah). It is an exchange with excess and delay. However, another person can be appointed to withdraw the compensation amount for a fee.
