Is the phrase "As-salamu alaykum" considered one of the allusions to divorce if said to the wife over the phone with the intention of an Islamic greeting?

Giving in to intrusive thoughts allows them to take hold. The phrase "Peace be upon you" (السَّلَامُ عَلَيْكُمْ) is considered an كناية (indirect or allusive expression) of divorce by some scholars, such as the Shafi'is. An كناية of divorce does not constitute a divorce unless the husband intends it. Divorce does not occur with this phrase unless the husband genuinely intends it, and not under the influence of intrusive thoughts. The husband does not need to form an intention if he merely wishes to greet his wife with peace.
