The shock of your cousin's death was strong for your sister due to the marital relationship and kinship. As for the driver, if he was deliberate, he has committed a great sin and deserves retribution (qisas) unless the guardians pardon him. If he was not deliberate, he is at fault for fleeing, and he must surrender himself for investigation. His 'aqilah (male relatives on the father's side) are liable for the blood money (diyah) if his transgression is proven. He might not be sinful for what happened if it was an accident, based on the hadith: "Indeed, Allah has overlooked for my Ummah their mistakes, their forgetfulness, and what they are coerced into."
