Is an elderly woman who prophesied my brother's illness and death in a specific month, and mentioned personal details about him such as his parents' names, considered a soothsayer?

One should not believe a woman who claims to know the time of death, for she is either a soothsayer who employs jinn or an astrologer. This is because knowledge of the time of death is part of the unseen, knowledge of which God has kept exclusively for Himself. The Messenger of Allah, peace and blessings be upon him, said: "The keys to the Unseen are five," and he mentioned among them: "and no soul knows in what land it will die." Whoever claims to know the unseen is a liar, and whoever believes him has committed an act of disbelief. One must fortify oneself and one's children and ask Allah for well-being through the authentic supplications, such as: "O Allah, I ask You for pardon and well-being in this world and the Hereafter...", and by saying: "Allah is sufficient for me; there is no god but He. In Him I put my trust, and He is the Lord of the Mighty Throne," seven times in the morning and in the evening.
