The answer

An object upon which urine has fallen remains impure (najis) even if the urine dries and no trace of it is visible. The ruling of impurity is not removed except by purifying it with water. Therefore, if water touches a spot that was affected by urine and then dried, everything that comes into contact with this wetness becomes impure.
