Is Allah's attribute of "Justice" an essential attribute or an attribute of action?

God Almighty's attribute of justice has been affirmed in religious texts, including the hadith of the man who objected to the Messenger of Allah's, peace and blessings be upon him, division: "Who will be just if Allah and His Messenger are not just?" And His words are described as just in His saying, the Most High: "And the word of your Lord has been fulfilled in truth and in justice." Justice is an intrinsic attribute of Allah, meaning that He has always been and will always be described with it, eternally and perpetually, because He is characterized by it and it never departs from His essence.
