What is the ruling on two men engaging in sexual play together without committing sodomy, such that one of them sits on the lap of the other until they both experience a discharge?

A man fondling another man, or touching any part of his body for pleasure, is an act of the people of Lot, and it is among the most abhorrent and strictly forbidden of indecencies. Whoever has committed such an act must hasten to sincere repentance to Allah.
