Does the fact that land is disputed among heirs permit the state to seize it?

Allah Almighty has forbidden the unlawful seizure of property, except by right, and this prohibition applies to both the state and individuals. Therefore, it is not permissible for the state to seize anyone's land except by a legitimate legal means. In the event of a dispute among heirs, the state must judge between them with justice and divide the land according to their rightful shares in the inheritance.
