What is the ruling on marrying a disobedient girl who commits some forbidden acts but prays and fasts, and is it permissible to meet her in the presence of her brother without her parents' knowledge to reach an understanding?

It is permissible to marry a chaste Muslim woman, even if she commits some sins. However, it is better to choose a religious woman, in accordance with the Prophet's (peace be upon him) advice: "Marry the religious woman, and may your hands be soiled with dust." Marrying an irreligious woman in the hope of her becoming righteous after marriage is an unsafe path with uncertain outcomes. As for the suitor seeing the fiancée with her brother without her guardian's knowledge, it is permissible if it does not involve any Sharia violation, as the majority of jurists permit the suitor to look at the fiancée without her permission or her guardian's permission.
