What is the ruling on a Mushaf (copy of the Qur’an) in which some words are printed according to the standard spelling (al-rasm al-imlā’ī) rather than the Uthmani script, and is it permissible to circulate it? Does this constitute a Sharia violation that necessitates reporting it?

Officials must be alerted upon seeing a Mushaf that deviates from the Uthmani script (rasm al-Sahabah) or contains words that contradict it, for the Prophet, peace and blessings be upon him, said: "Religion is Nasihah (sincere advice)." The error could be from the scribes or from the various methods of script known to specialists. It is requested to identify the specific words that are noted to determine the reason for their writing, as every Mushaf should mention its review. It is not permissible to circulate a Mushaf that contradicts the Uthmani script if the deviation cannot be justified, with the exception of writing a verse for educational purposes or for citing it in dictation if it cannot be written in the standard script for ease of understanding.
