I have subscribed to a pension plan; is there zakat on pension funds?

If subscribing to a retirement system with a non-governmental entity, it is a form of maysir (gambling/speculation) due to the possibility of the subscriber receiving more or less than what they paid. However, subscribing with governmental entities might have a different ruling, as the government or Bayt al-Mal (public treasury) is responsible for spending on the populace. The retirement pension is not subject to zakat because it cannot be withdrawn except under specific conditions, making it like a debt owed by an insolvent person. But if it is received, it is more cautious to pay zakat on it for one year.
