What is the ruling on the first Adhan for Friday prayer in a mosque that does not have external loudspeakers, and is it better in this case to follow the Sunnah of the Messenger of Allah, peace and blessings be upon him, or the Sunnah of Uthman ibn Affan, may Allah be pleased with him, especially if the time difference between the two Adhans is short?

Muslims have unanimously agreed that during the time of the Prophet, peace and blessings be upon him, and Abu Bakr and Umar, there was only one Adhan for the Friday prayer. Then, Uthman, may Allah be pleased with him, added a first Adhan before midday, at "al-Zawra'," to alert people due to their large numbers and the dispersion of their homes. Some Companions and their followers completely rejected this Adhan, while the majority of scholars approved of it. A third group took a middle stance, accepting it but restricted by the reason for its innovation. Whoever adopts Uthman's Adhan should not consider it an independent legislation, and it should not be after the time of midday has begun or with a short interval from the second Adhan. The moderate approach is the correct one, so if the need for it ceases (such as the presence of loudspeakers or a large number of mosques), its establishment is not obligatory.
