They have based their evidence on the action of Uthman, who initiated it to inform about the time, by analogy with the rest of the prayers. Some scholars, however, are of the opinion that it should be called before zawal, by analogy with the first adhan of Fajr, so that people can prepare for the sermon. It appears that the matter is flexible, and the intent is to inform people sufficiently before the imam comes out.
