Is it permissible to distribute sections of the Quran to women at funerals so they can read them when they gather and there is a lot of noise?

Devotion through reciting the Quran in condolences is an innovation (bid'ah). However, if it is intended to distract from something more dangerous, such as wailing, in a temporary manner, then there is no harm in it to alleviate the evil. But if it is taken as an established practice, then it is not permissible.
