Jurists differ on the ruling concerning a woman covering her face and hands. The preponderant opinion is that it is obligatory to cover them. If the girl has reached puberty, she must cover them, and her guardian is obliged to command her to do so. If she has not reached puberty but is nearing it and has become desirable, her guardian must oblige her to cover them, and gentleness should be exercised with her in this regard. As for someone who is not her guardian, he does not have the right to oblige her, but he can advise and guide her with kindness.
