What is the ruling on saying, "There is no god but He"?

A person performing dhikr (remembrance of Allah) should use the explicit Name, saying: "La ilaha illa Allah (There is no god but Allah)," "Subhanallah (Glory be to Allah)," and "Alhamdulillah (Praise be to Allah)." As for the pronoun for the absent (He), it is typically used when conveying information about Allah the Almighty. So, if one intends to remember his Lord, he should use the explicit Name.
