What should a person do who bought land and built a building upon it, then it became clear to him that it was usurped public property?

If he bought it for its fair market value, then nothing is incumbent upon him, except to admonish the usurper and advise him to return the money to public welfare funds. But if he bought it for less than its fair market value, he must donate the difference to public welfare.
