Is one sinful for interrupting prayer due to an inability to concentrate in it, because of people talking, and what is the correct action in such a situation?

It is disliked to perform prayer in the middle of the road due to the distraction of the heart by passing people and the inconvenience caused to them by occupying the space. Some jurists even hold that prayer performed there is invalid, and according to this opinion, the prayer would be interrupted. However, according to the opinion that the prayer is valid but disliked, jurists differ on the permissibility of interrupting an obligatory prayer due to loss of khushu' (devotion). Some prohibit it, while others permit it. There is no sin upon you, Allah willing, but you should be keen to pray in a place that preserves khushu'.
