Is it permissible to combine the Dhuhr and Asr prayers due to rain in the school's prayer room?

The preponderant view is the permissibility of combining Dhuhr and Asr prayers, and Maghrib and Isha prayers, by performing them earlier (taqdeem) rather than delaying them (ta'kheer), due to the excuse of rain that soaks clothes, for those who perform congregational prayers in the mosque and find it difficult to go there. As for those whose path to the mosque is covered, preventing rain from reaching them, or those who pray individually, or whose abode is in the mosque, or whose mosque is at their doorstep, or women who pray in their homes, it is not permissible for them to combine prayers. So, if the path to the school's prayer area is covered, and the prayer area itself is covered such that those who pray there are not affected by the rain, then they should not combine prayers and should perform each prayer at its appointed time. Otherwise, it is permissible for them to combine prayers.
