Is it permissible to give Zakat to a charitable project, such as purchasing a device for spreading Islamic concepts without profit, operated by a volunteer who receives no wage?

Allah Almighty specified the categories for obligatory Zakat in eight types, as stated in Surat At-Tawbah, verse 60: "Indeed, [obligatory] charities are only for the poor and the needy, and those employed to collect [them], and for bringing hearts together [for Islam], and for freeing captives [or slaves], and for those in debt, and for the cause of Allah, and for the stranded traveler – an obligation [imposed] by Allah. And Allah is Knowing and Wise." Some scholars have included charitable projects under the category of "for the cause of Allah," while the majority of imams hold that it refers to the warriors defending the frontiers and their needs for sustenance and weapons.
