What are the requirements for seeking refuge in Allah Almighty, and what is the means that guarantees the complaint will reach Him, and how long does it take, and how is its non-acceptance known?

Allah hears the complaint as soon as it is uttered, and the matter does not require intermediaries. Rather, one must empty their heart to Allah and move their tongue with supplication, while taking the means for the supplication to be answered and entrusting the matter to Allah. For Allah knows best what is beneficial, and the lack of a response might be for one's good, or the supplication might be saved for you on the Day of Resurrection, or it might avert evil from you.
