What is the interpretation of the verse: "And His Throne was upon the water"?

The Almighty's saying: "And His Throne was upon the water" is part of a verse in Surat Hud, demonstrating God's omnipotence and that He created the heavens and the earth in six days, and that His Throne was upon the water before He created them. Ibn Abbas was asked about the meaning of "Upon what was the water?" He replied: "Upon the back of the wind."
