Can a Muslim say: "I am a believer, God willing"?

The correct stance regarding the issue of making an exception in faith is to inquire about the meaning of the one who says "I am a believer": If he intends the fundamental aspect of faith, the abandonment of which makes one a disbeliever, then making an exception is not permissible, because it is a doubt in the very foundation of religion; rather, one must be certain of it. If he intends the perfection of faith and its high rank, then he should make an exception by saying "if Allah wills," because not making an exception in this context is a self-commendation that is forbidden. And if he intends a term that has no ambiguity to express his religion, then let him say: "I am a Muslim," and there is no need for an exception.
