Is Zakat permissible for a sister in debt who owns cars, whose children are university students, and who needs to pay off her debts, house rent, and electricity bills?

It is permissible to give zakat (definition) to a sister if she is among the poor and needy, or if she is a debtor unable to repay her debts. Her ownership of assets (such as cars) does not prevent her from receiving zakat if she needs those assets. However, if those assets are in excess of her needs, such that she could sell them to repay her debt, then she is not considered among the debtors eligible for zakat. A strong presumption of her eligibility for zakat is sufficient to give it to her.
