How can one deal with a father who takes usurious interest from the bank and does not pay zakat, despite repeated advice?

The father who deals in usury and does not pay Zakat should be advised and continuously admonished in the best manner, for Allah has commanded kindness to a disbelieving parent, so an errant Muslim is even more deserving of such treatment. As for dealing with his ill-gotten wealth, it has been clarified in Fatwa no. 51836.
