Is it permissible for the person afflicted with سلس (incontinence) – who performs ablution when the time for prayer begins and prays even if something is discharged – to touch the Mus'haf (Qur'an) and recite from it, especially since wearing gloves or turning pages with a pen poses difficulty and hardship? And is there a jurisprudential ruling that permits a Muslim to touch the Mus'haf even if their ablution is nullified, provided they are not in a state of major ritual impurity (janabah) or menstruation?

It is permissible for a person afflicted with سلس (urinary incontinence) to touch the Mus'haf and recite the Quran. He may also pray with a fresh ablution for each prayer after its time has begun, and he will not be harmed by any urine that may exit thereafter.
