Scholars have agreed upon the obligation of a woman covering her face when there is fear of fitna (temptation/discord), and they have differed concerning its obligation when there is no fear of fitna. If your fiancée is beautiful (one for whom fitna is feared), then covering her face is obligatory by consensus. If fitna is not feared for her, they have differed, and the more cautious opinion is to say it is obligatory. Therefore, you are not permitted to obey your mother in choosing a woman who does not cover her face, because what your mother desires is not from what is maʿrūf (right/known good), and obedience to parents is only obligatory in what is maʿrūf.
