Does a Muslim's saying to his Muslim brother: "You are a devil" constitute disbelief that necessitates repeating the Two Testimonies of Faith?

Likening a Muslim to Satan does not constitute a declaration of disbelief (takfir) for the addressed person, nor does it necessitate uttering the two testimonies of faith (Shahadatayn). However, it is impermissible and obligates repentance and seeking forgiveness, because Arabs describe ugly things as satanic. Satan is hated and deemed repulsive in people's nature; he is pure evil. So, regarding something ugly, it is said: "It is as if it were the face of Satan."
