Are the two rak'ahs of ihram Sunnah or obligatory, and does using Vaseline before ihram to prevent inflammation invalidate the ihram if its trace remains after ghusl and wearing the ihram, and is it permissible to perform Umrah while carrying a bag on the shoulder?

Scholars differed regarding the two rak'ahs of ihram. Some said they are recommended, while others said there is no specific prayer for ihram; rather, it is recommended to enter into ihram after an obligatory prayer or a regular supererogatory prayer, and this is the preponderant view.

As for Vaseline, it is not considered perfume, and there is no expiation for one who applies it. If it prevents water from reaching the skin, the ablution and ghusl of one who performs them while having it on are invalid, unless it is applied for medical treatment, in which case their ablution and ghusl are valid, and wiping over it suffices.

As for carrying a bag during ihram, it is permissible, and we do not know of any scholar who prohibits it.
