The debt of the deceased must be settled from his wealth before the will and the division of the inheritance. If he did not leave any wealth and someone volunteers to pay his debt, his obligation is absolved, and that person will receive reward. It is incumbent upon the ruler of the Muslims to settle the debt of anyone who dies without leaving enough to cover their debt, from the Muslim treasury, based on the saying of the Prophet, peace and blessings be upon him: "Whoever among the Muslims dies and leaves a debt, its payment is my responsibility; and whoever leaves wealth, it is for his heirs."
