Is one absolved of responsibility for money unlawfully taken from Western social assistance, knowing that the law nullifies claims to it after 10 years, and 30 years have already passed?

What is taken from Western institutions' funds without entitlement is unlawful to possess. And the dropping of a debt after ten years does not absolve one's responsibility if the reason for obtaining the aid was not legitimate, or if the failure to pay was not due to inability. The amount must be returned to the institution. If that is not possible, then it should be spent on the welfare of Muslims and the poor.
