A girl is not considered an adult until she experiences one of the signs of puberty, namely: a wet dream, or the growth of pubic hair, or the onset of menstruation, even if she has reached eleven years of age. The vow of an adult is binding and must be fulfilled if it is a vow of obedience. If one is unable to fulfill it, then expiation for breaking an oath is required. As for the vow of a minor (non-adult), it becomes binding if he understands the act of devotion (qurbah), and it is recommended for him to fulfill it, but it is not obligatory.
