Is it permissible to adopt a dog from an animal shelter that is well cared for, or to temporarily care for it at home and then return it to the shelter?

The Shari'ah has prohibited keeping dogs, except for what has been exempted, such as hunting dogs, livestock guardian dogs, and farm dogs. Whoever keeps a dog for reasons other than these will have a qirat or two qirats deducted from their reward every day. Keeping injured or sick dogs for care is not among the exceptions. As for raising cats in the house, there is no harm in it, whether they are healthy or sick and being cared for.
