Is it permissible for a Muslim female student to remove her headscarf to take a biometric photo required for registration at a French university to study medicine?

Scholars have agreed on the obligation for a woman to cover her body, with the exception of the face and hands. It is not permissible to photograph her with an uncovered head except out of necessity or urgent need, provided that a woman carries out the photography, and that the interest of preserving the religion takes precedence over all other interests.
