What is the ruling regarding one who is afflicted with partial urinary incontinence such that they feel a drop of urine exit after istinja' (washing after defecating or urinating) and during ablution and prayer, and is it obligatory for them to repeat istinja' and ablution for every prayer?

A woman who suffers from continuous urinary incontinence, such that she does not find enough time for purification and prayer, should perform Wudu' (ablution) after the prayer time begins. She should place something to prevent the spread of urine and then pray. What exits from her during prayer does not harm her. She may pray as many voluntary prayers as she wishes, as long as her Wudu' is not nullified by another nullifier. However, if the urine flow stops for a time sufficient for Wudu' and prayer, then she must repeat her Wudu'. It is important to be cautious lest her condition be merely a baseless delusion (waswasah).
