One must repent from harassing women, as it is a sin and an assault on the honor of Muslims. Harassment is not fornication that necessitates the prescribed punishment (hadd), for fornication has a specific reality. If harassment does not reach that level, it is not considered fornication, and repentance is sufficient for its expiation.
