Is zakat due on sums paid and accumulated for installments of land not yet received, and prepared for investment and construction, knowing that the remainder of the salary is saved to pay these installments?

Installments paid for the price of land are not subject to zakat if paid before the lapse of a hawl (one lunar year), as they cease to be owned.

As for savings from salary, debt installments are deducted from them. If a nisab (minimum threshold) remains and a hawl passes over it, zakat becomes obligatory; otherwise, it does not. Some scholars are of the opinion that only the current installment should be deducted, not the deferred ones.

If there is other surplus money beyond basic needs and not subject to zakat, it should be allocated to cover the debt so that the zakatable money remains undiminished.

The nisab for banknotes is the equivalent of 85 grams of gold or 595 grams of silver, and one-quarter of one-tenth (2.5%) must be given.
