Who is the guardian of a woman born out of wedlock, whose father did not acknowledge her, and whose father's family is far from religious, and she lives with her mother and maternal uncle?

If the girl's mother marries a valid marriage, the girl is attributed to the stepfather unless her lineage is denied through li'an (oath of condemnation). If the girl cannot be attributed to a legitimate lineage, she is considered a child of zina (fornication/adultery) and is attributed to her mother, not to the fornicator according to the majority of scholars.

If the girl has no wali (guardian), or if her wali withholds consent ('adhala), then the ruler (wali al-amr) or his representative, such as a judge or an Islamic center in non-Islamic countries, arranges her marriage.
