Are the intermittent brown or orange discharges before menstruation, which continued for 8 days during Hajj and later changed color to menstrual blood, considered istihadah (vaginal bleeding outside of menstruation), and do they affect the Tawaf Al-Ifadah?

There is no objection to taking medication to prevent menstruation for the purpose of performing Hajj or Umrah. A number of Companions and jurists, such as Ibn Umar, Ata, and Ibn Abi Najih, have permitted this. As for yellowish or brownish discharge before menstruation, if it occurs during the accustomed period or slightly before it, is accompanied by menstrual pain, and connects with menstrual blood, then it is considered part of menstruation. However, what occurs before the usual menstruation, such as brown and orange secretions for a week, is not menstruation but rather istihada (non-menstrual bleeding). In this case, one must perform ablution for each prayer time, and circumambulation (Tawaf) with it is valid.
